Regulation

Annex XIII Battery Passport Explained: Every Data Field

Annex XIII of Regulation (EU) 2023/1542 is the technical backbone of the EU battery passport. It defines exactly which battery passport data fields must be captured, who can access them, and how they must be structured for machine-readable exchange. If your compliance program doesn't map 1:1 to Annex XIII, your passports are incomplete — regardless of how polished your QR labels look.

Annex XIII Structure Overview

The annex organizes passport data into thematic groups. PassCell's factory dashboard mirrors this structure with category-aware forms for EV, LMT, and industrial batteries.

SectionField examplesTypical access
General battery informationUID, manufacturer, model, date of manufacture, warrantyPublic
Material compositionChemistry, critical raw materials, hazardous substancesPublic (summary) / Restricted (detail)
Carbon footprintkg CO₂e/kWh, study reference, verification statusPublic

Labels & certificationsCE marking, test reports, separate collection symbolPublic
Recycled contentCo, Li, Ni percentages in active materialsPublic

Public vs. Restricted Data Access

Not every Annex XIII field is visible to consumers scanning a QR code in a retail store. The regulation defines tiered access:

  • Public — anyone with the QR code or UID
  • Notified bodies & market surveillance — full compliance documentation
  • Recyclers & waste operators — disassembly-relevant composition and safety data
  • Authorized repairers — performance and replaceability information

Your passport platform must enforce these visibility tiers — not publish everything publicly by default.

Category-Specific Annex XIII Variations

EV traction batteries

Emphasis on power capability, energy density, carbon footprint per kWh, and dynamic SoH updates from BMS telemetry. See EV requirements guide.

Industrial batteries (>2 kWh)

Additional fields for round-trip efficiency, expected cycle life at reference conditions, and BESS-specific performance curves.

LMT batteries

Weight, EPR registration, take-back mapping, and consumer replaceability instructions take priority.

Annex XIII Compliance Checklist

  1. ☐ UID assigned per battery — globally unique, immutable
  2. ☐ All mandatory fields populated before market placement
  3. ☐ Carbon footprint methodology matches delegated act requirements
  4. ☐ Due diligence data linked (restricted access configured)
  5. ☐ QR code resolves to structured data — not a static PDF
  6. ☐ Lifecycle updates enabled for SoH and performance fields
  7. ☐ Data retained for regulatory retention period after end-of-life

How Implementing Acts Affect Annex XIII

The European Commission continues publishing implementing acts that refine field formats, URI conventions, and interoperability standards. PassCell tracks these updates so manufacturers don't need to rebuild schemas manually when technical specifications change.

Annex XIII-ready from day one

PassCell's dashboard captures every Annex XIII field with category-aware validation — EV, LMT, and industrial.
