Battery Passport Requirements in Procurement RFPs

Regulation sets the floor. Procurement RFPs set the bar higher. European OEMs, utility EPCs, and fleet operators now embed battery passport readiness in supplier qualification — often before local law applies to the supplier's home country.

Typical RFP Language

• "Supplier shall provide digital battery passport per EU Regulation 2023/1542 Annex XIII"
• "Each delivered unit must carry scannable QR linked to structured public registry"
• "Carbon footprint declaration in kg CO₂e/kWh required at delivery"
• "UID registry export in machine-readable format within 30 days of PO"

Winning Tender Strategy

1. Include passport sample URL and scan demo in bid response
2. Document pilot batch results and error rates
3. Offer API integration for buyer's asset management system
4. Price compliance as value-add, not surprise change order

Losing Tender Anti-Patterns

"We will comply when required" — disqualifying. "Passport available on request" — buyers want live URLs at delivery. PDF attachments — not machine-readable, not acceptable.
