Global Serial Registry — Unique IDs for Every Battery

Annex XIII requires a unique battery identifier. PassCell's global serial registry allocates collision-free UIDs, binds them to Neon passport rows, and publishes scan-ready URLs at pass-cell.com/p/{serial}.
